  19.      Drug prohibition advocates like former "drug czar" Bill
  20. Bennett claim that drug use can be stamped out if only America
  21. has the guts to become a police state.  But legal analysts
  22. Rasmussen and Benson show why the dynamics of law enforcement and
  23. drug markets guarantee that drug prohibition will always backfire
  24. tragically.  They rest their case on close analysis of alcohol
  25. prohibition during the 1920s and fabled "drug wars" during the
  26. 1960s and 1980s.
  27.      The authors show how drug prohibition actually escalates
  28. violent crime.  Since law enforcement resources are limited,
  29. pursuing more drug offenders means fewer cops available to pursue
  30. non-drug offenders--like muggers, arsonists, burglars, robbers
  31. and rapists.  Imprisoning more drug offenders (76% of whom have
  32. no violent crime record) means more crowding which encourages
  33. judges to let others including violent criminals off easy.  And,
  34. as the authors make clear, the less certain the punishment for
  35. violent crime, the more of it there tends to be.  Moreover, the
  36. authors explain why drug prohibition leads drug dealers to expand
  37. their territory through violence.
  38.      The authors explain why law enforcement authorities can
  39. never keep up with resourceful entrepreneurs.  They cite dramatic
  40. examples of how enforcement actually spurred production of
  41. marijuana, heroin and crack cocaine.
  42.      In their most original analysis--applying knowledge of
  43. chronic problems with common property--the authors show why
  44. police, courts and prisons will always be overwhelmed, regardless
  45. how much they are expanded.  By flooding the system with
  46. non-violent cases, drug prohibition has contributed to the
  47. collapse of criminal justice.
